Palace and loci data model added

The product now has its own application-level database foundation.

Included in this step

• palaces for the top-level memory structures
• loci for ordered positions inside a palace
• locus_edges for route relationships between loci
• row-level security policies tied to the account model

This is the layer that makes the rest of the workflow possible.
